A. POST CONTEXT
This post is located in each of the five regional offices and supervised by the FSCOs. The primary purpose is to collate regional security information for the SIOC. The role of the Security Information and Operation Center (SIOC) is to establish and maintain security situational awareness in order to minimize risk to programme delivery and to enhance the safety of UN staff and property. The two principal functions of the SIOC are to report on security incidents and inform the Designated official (DO), through the Chief Security Advisor (CSA), of the prevailing security situation, and to provide the CSA with analysis of the current and developing security situation to ensure provision of sound advice to the DO and SMT.

B. REPORTS TO
Field Security Coordination Officer and indirectly to SIOC Senior Security Analyst.
C. PRINCIPAL DUTIES
Under the direct supervision of the Field Security Coordination Officer (FSCO), the incumbent will perform the following duties:
Assist FSCO and D/FSCO to collect and collate all security-related information and conduct limited analysis of the general security situation in the Province and Districts of the assigned duty station.
Advise FSCO and D/FSCO on providing accurate and up-to-date information (factions, ethnic groups and the events showing a possible effect and interest to the UN mission according the current Security Information Requirements, militant groups, sectarian groups etc.) and local conditions within province and districts in order to allow FSCOs to identify threats and update the threat situation in their respective areas.
Draft daily security information update for FSCO or D/FSCO review and onward transmission to SIOC Senior Analyst
Maintain and verify Regional incident database and provide analysis inputs for weekly/monthly summaries and other reports as necessary to the FSCO for onward transmission to SIOC.
Provide interpretation and translation skills to the FSCO and SIOC as necessary
Maintain contact with local security apparatus, UN Agencies regional offices/projects SFPs and NGOs SFPs for information exchange purposes.
Understand and improve the flow of information within SIOC.

Required Skills
A. ESSENTIAL QUALIFICATIONS
1. PROFESSIONAL EXPERIENCE Minimum 6 years experience in a relevant field, military or police (not higher than Major rank or equivalent) or similar analysis experience.
2. EDUCATION/TRAINING Matriculation/ O level (Secondary School Certificate). Post-Secondary Education in relevant field.
3. LANGUAGE (listening, speaking, reading, writing) Very good knowledge of English 3.4.3.4.
5. STANDARD ADP KNOWLEDGE Good Computer Skills with database and working knowledge in MS Office applications.
B. DESIRABLE QUALIFICATIONS
1. PROFESSIONAL EXPERIENCE Experience in security information-related positions.
2. EDUCATION/TRAINING University degree. Database and security information training. Experience with GIS or Google Earth type software.
3. LANGUAGE Knowledge of a second language.
C. OTHER
1. PERSONNAL ATTRIBUTES
The candidate will be highly motivated with good interpersonal and communication skills. Must have sound judgment, unquestionable integrity and decision making skills. Must be a pro-active person.
2. MANAGERIAL RESPONSIBILITIES
The candidate must be capable of planning security information collection, coordinating collection efforts, establishing and maintaining collation systems within his/her assigned duty station.
3. PROFESSIONAL CONTACTS
The candidate will be required to establish and maintain good working relations with both UN organisations, NGO community and national authorities.
4. CONTRIBUTION TO THE OBJECTIVE
The candidate will be expected to provide the a high level of commitment to the objectivesof UNDSS and to be prepared to work additional hours as required.
